China Energy Engineering Group Second Engineering Bureau Co., Ltd.

China Energy Engineering Group Second Engineering Bureau Co., Ltd. is a central enterprise managed by the State-owned Assets Supervision and Administration Commission of the State Council. It was reorganized and established from the former Second General Team of the Armed Police Hydropower Troops and is a wholly-owned subsidiary of China Energy Engineering Group. The predecessor of the company can be traced back to the Ninth Division of Infantry of the East China Field Army. In 1952, according to the order of Chairman Mao, it was reorganized into the First Water Conservancy Division and devoted itself to the battle of Huai River regulation. In 1978, it was reorganized into the 63rd Detachment of the PLA Capital Construction Engineering Corps; in 1985, it was transferred into the sequence of the Armed Police Force and was listed as the Second General Team of the Armed Police Hydropower Troops; in July 2009, it was officially incorporated into the national emergency rescue force system. In August 2018, it was reformed and restructured into a state-owned enterprise.
The headquarters of the bureau company is located in Nanchang, Jiangxi, with subordinate branches in Nanchang, Changzhou, Xiamen, Shanghai and other places. Its registered capital is RMB 1 billion. It has three Grade I general contracting qualifications for water conservancy and hydropower engineering, building engineering, and municipal public engineering, two Grade I specialized contracting qualifications for airport runway and power transmission and transformation engineering, a Grade I license for installation (repair, testing) of power facilities, three Grade A testing qualifications for geotechnical engineering, concrete engineering, and mechanical and electrical engineering, and a Grade I blasting operation unit license (commercial).
In its history, the company has participated in more than 380 national key projects, including Foziling Hydropower Station, Wan'an Hydropower Station, Three Gorges Water Conservancy Hub, Qinghai-Tibet Power Interconnection Project, Qingcaosha Reservoir, large pumped storage power stations, South-to-North Water Diversion, West-East Power Transmission, high-speed railways, and West-East Gas Transmission. It has deep technical accumulation in engineering fields such as large water conservancy hubs, pumped storage power stations, high earth-rock dams, ultra-high-voltage power transmission and transformation, high-speed railways, and plateau and severe cold regions. It has successively won more than 10 national excellent gold awards, Dayu Awards, Luban Awards, and Zhan Tianyou Awards, as well as more than 30 national and scientific and technological progress awards. It is one of the main forces in the field of engineering construction. At the same time, it is also a professional force for national natural disaster engineering emergency rescue. It has played an irreplaceable role in major and extraordinarily serious disaster rescue operations such as the Wenchuan earthquake, Yushu earthquake, Ludian earthquake, 1998 catastrophic flood, ice resistance and power protection, Tangjiashan barrier lake, Zhouqu mudslide, Shenzhen landslide accident, and Suichang landslide.
