Hunan Provincial Academy of Building Research Co., Ltd. was established in August 1987 with the approval of Hunan Provincial Establishment Committee and Hunan Provincial Science and Technology Committee (Document No. Xiang Bian Zhi [1987] No. 120), and is a provincial-level scientific research institution for technology development. In accordance with the requirements of "separating government from enterprises and separating government from capital" by the Hunan Provincial Party Committee and Provincial Government, as well as the unified deployment of state-owned enterprise reform, it was wholly transferred to the State-owned Assets Supervision and Administration Commission of Hunan Province (Hunan SASAC) in November 2015, and placed under the management of Hunan Construction Engineering Group in March 2016. On October 24, 2017, the Hunan SASAC approved the company's corporate restructuring request with its reply letter (No. Xiang Guo Zi Gaizu Han [2017] No. 366), with a registered capital of RMB 70 million. The Academy has one wholly-owned subsidiary, Hunan Construction Engineering Quality Testing Center, and also comprises the First Architecture Institute, Second Architecture Institute, Third Architecture Institute, Agriculture, Forestry and Water Conservancy Survey Institute, Municipal and Landscape Institute, BIM Research Center, Remote Sensing Technology Application Research Center, etc. Hunan Jianke Agriculture, Forestry and Water Conservancy Survey Institute was established in February 2019. It focuses on survey and design of agricultural and rural projects and water conservancy projects, closely aligns with national development strategies such as rural revitalization, food security, and water security. It resolutely shoulders the political responsibility for food security, strengthens the water safety network, and builds beautiful water villages that are livable and business-friendly. It primarily focuses on survey, design, and construction services for farmland water conservancy, emergency drought-resistant water sources, river and lake ecological governance, and reservoir (hydropower station) inspection and reinforcement.
