Changsha Jiayuan Land Planning Consulting Co., Ltd. (hereinafter referred to as the Company) was established on April 27, 2004. It is a technical consulting service enterprise specializing in territorial spatial planning preparation (including overall land use planning preparation or modification), evaluation of economical and intensive land use, preparation of temporary land use reclamation plans for construction projects, application and approval of construction project land use, planning design and budget preparation for comprehensive land consolidation projects, boundary survey and mapping, and other services. It holds Grade A qualification as a land planning institution, Grade B qualification for surveying and mapping, qualification for designing rural land consolidation projects invested by Hunan Province and above, qualification for preparing land reclamation plans in Hunan Province, and qualification for evaluating cultivated land quality grades in Hunan Province. Over the nearly 17 years since its establishment, the Company has always adhered to the service tenet of "Professionalism is the foundation, service is the guarantee, and quality is credibility." Through the unremitting efforts of all employees, the Company's scale and service areas have been comprehensively expanded, achieving remarkable results in the field of territorial spatial planning consulting in Hunan Province and becoming a consulting company with strong influence in this field. The Company has 680 square meters of business office space and five departments: Territorial Spatial Planning Department, Comprehensive Land Consolidation Department, Temporary Land Use Reclamation Department, Surveying and Mapping Department, and General Affairs Department, with independent archives and meeting rooms. The Company implements computerized and paperless office work, and has multiple printers, projectors, scanners, plotters, and other hardware equipment; it has purchased genuine software including Word, Microsoft Excel, and other office software, MapGIS, AutoCAD, Adobe Photoshop, CorelDraw, and other mapping software, as well as Zhiduoxing and other budget software, possessing all material conditions for engaging in land planning consulting. The Company has a high-quality and high-level technical team. The Company currently has 62 employees, including 54 professional and technical personnel, with over 95% holding a bachelor's degree or above, 6 with senior professional titles, 15 with intermediate professional titles, and 33 with junior technical titles. The Company's General Manager, Luo Shijun, is a professor at the College of Resources and Environmental Science, Hunan Normal University. He is a undergraduate and master's graduate of the first class of land use planning majors after the restoration of the college entrance examination system, a well-known expert in the Ministry of Natural Resources and the natural resources system of Hunan Province, and a specially appointed legal expert of the Changsha Municipal Government. For many years, he has been engaged in teaching, production, and scientific research in land use planning, land consolidation, land management, land law, and other fields, possessing rich network resources and exquisite professional technical capabilities.
