In early 2009, China Construction Third Engineering Bureau seized the historical opportunity of the country's stimulus policies and increased infrastructure investment, and formally established the Infrastructure Business Department (hereinafter referred to as the Department).
As an important department of the Bureau Headquarters, the Department operates in a business division model and has three main functions: first, the centralized management and business promotion of the Bureau's overall infrastructure business (municipal, highway, railway, urban rail transit, airport, and power plants, etc.); second, undertaking infrastructure projects through investment models for financing operations and construction management; third, undertaking super-large infrastructure projects through bidding models for general contracting management.
The Department has five functional management divisions: Market and Commerce Division, Project Management Division, Financing and Finance Division, Legal and Contract Division, and General Office, and oversees two construction headquarters: the Wuxian Highway Reconstruction and Shahu Bridge Project, and the Wuhan Second Ring Road Wuchang Section and Hanyang Section Project.
Since its establishment, the Department, in accordance with the requirements of "high starting point operation and extraordinary development," has leveraged the Bureau Headquarters' strong financial and technological advantages to innovate business models, focusing on high-end markets: it controls and manages the Wuhan Construction and Investment Co., Ltd. (registered capital: RMB 300 million), which was initiated by CCTEB with participation from China State Construction Engineering Corporation and China Overseas Group Co., Ltd. The company has constructed the Wuxian Highway Reconstruction and Shahu Bridge projects through investment and financing models, with a contract amount of RMB 2.8 billion; in 2010, it took controlling management of the China Construction Ring Road Construction Co., Ltd. (registered capital: RMB 300 million), initiated by CCTEB with participation from China Overseas Group Co., Ltd., to construct the Wuhan Second Ring Road Wuchang Section and Hanyang Section projects through investment and financing models, with a contract amount of RMB 3.1 billion.
The Department is a second-level unit under the Bureau Headquarters with the highest educational level, the youngest average age, and the greatest vitality and potential. Within one year, the Department expanded from 7 to 92 employees, including 63 outstanding new graduates recruited in 2009 and 2010 from key national universities such as Tongji University, Zhejiang University, Harbin Institute of Technology, Wuhan University, Huazhong University of Science and Technology, Tianjin University, and Chongqing University.
