CCCC Second Harbor Engineering Survey and Design Institute Co., Ltd. (abbreviated as Erhangyuan) was established in 1958 and is a national high-tech enterprise. It now has total assets of 1.4 billion yuan and more than 700 employees, including more than 30 experts receiving special government allowances from the State Council, more than 30 professor-level senior engineers, and more than 200 senior engineers. It has a group of registered engineers in consulting (investment), port and waterway, geotechnical, public equipment, electrical, chemical, cost, supervision and other professions, as well as first-class registered architects, first-class registered structural engineers, first-class registered construction engineers and other practitioners; it holds multiple Grade A qualifications including comprehensive Grade A engineering design, comprehensive Grade A engineering investigation, engineering surveying and mapping, marine surveying and mapping, engineering consulting, engineering cost consulting, construction project environmental impact assessment, and water transport engineering supervision.

Erhangyuan adheres to the management policy of "integrity, pragmatism, innovation, health, safety, and environmental protection", and has long been engaged in planning, consulting, environmental impact assessment, investigation, design, and engineering general contracting, project management, equipment procurement, engineering supervision and other technical services for port, waterway, shipyard, highway, bridge, oil and chemical product storage and transportation, water conservancy, municipal, building and other engineering projects. It has cumulatively completed more than 5,000 various engineering projects at home and abroad, with business covering more than 30 countries and regions worldwide including Asia, Africa, North America, and South America. It has successively won more than 400 national and provincial/ministerial engineering science and technology awards, obtained dozens of national invention patents and utility model patents, and chief-edited or participated in the compilation of dozens of national and ministerial standards and specifications; for many consecutive years it has been rated by the Ministry of Housing and Urban-Rural Development as one of the top 100 national survey and design units, has been in the top 100 national survey and design enterprises in engineering project management and engineering general contracting turnover for 10 consecutive years, has been awarded honorary titles such as "Provincial Best Civilized Unit" for 20 consecutive years, and has been rated as an AAA credit unit by banks for many years.
