Guangdong Provincial Pearl River Development Planning Institute (hereinafter referred to as the "Pearl River Development Planning Institute") is an important planning think tank supervised by the relevant functional departments of the Guangdong Provincial Government. It has long undertaken major regional and urban-rural planning in Guangdong Province, planning for major regional development platforms such as provincial and *** city new districts, high-tech zones, development zones, and characteristic towns, as well as research and formulation of relevant policies and regulations. The core technical team of the Pearl River Development Planning Institute has led and participated in the completion of numerous high-quality achievements with industry and social influence, including the Guangdong-Hong Kong-Macao Greater Bay Area planning, the Greater Pearl River Delta coordinated planning, the overall planning of Guangdong development zones, the province-wide pilot planning for the "integration of three plans," as well as the overall development plans for new districts such as Guangzhou Nansha and Zhuhai Hengqin, and the development and construction plans for characteristic towns such as Shunde Beijiao and Guangzhou Shawan, and has won more than 60 awards at the national, ministerial, and provincial levels.
Guangdong Province Characteristic Town Development Promotion Association (hereinafter referred to as the "Guangdong Development Alliance") is a joint social organization initiated and supervised by the Provincial Development and Reform Commission, with guidance from member units of the Provincial Characteristic Town Construction Work Joint Conference. It is voluntarily composed of characteristic towns in Guangdong Province that have been included in the cultivation and creation lists at various levels, as well as various institutions that provide strategic management, planning and design, investment and financing, industrial cultivation, technological innovation, development and operation, and other related services for the development and construction of characteristic towns, and have a certain influence and reputation in related fields. The organization promotes the participation of multiple social entities in the construction of characteristic towns in Guangdong. The secretariat of the Guangdong Development Alliance is located at the Pearl River Development Planning Institute.
Guangdong Livable City Development Group Co., Ltd. (hereinafter referred to as the "Guangdong Livable City Development Group") is a comprehensive operating institution that focuses on "industry-city joint investment and joint operation" for regional development platforms such as new cities and new districts, industrial parks, urban communities, characteristic towns, and rural complex. It has three major business platforms: operating services, industrial investment, and project development.

Focusing on five strategic emerging industrial fields: information technology, life and health, creative cultural tourism, business exhibition, and urban agriculture, it promotes the integrated development of "whole industry chain, whole value chain, and whole life cycle" with industry-finance-investment integration. It has 5 wholly-owned and holding subsidiaries: Digital Science and Technology Innovation, Digital Exhibition and Trade, Digital Health, Digital Cultural Creativity, and Digital Agriculture, Rural Areas, and Farmers.
(III) Project Development Platform
Through cooperative development between government, enterprises, and society, it focuses on creating regional characteristic development complexes that are "suitable for innovation, business, living, tourism, and enjoyment." It has several project development companies, with projects mainly distributed in the Guangdong-Hong Kong-Macao Greater Bay Area and first- and second-tier cities across the country.
Guangdong Livable City Development Group also has international industry investment promotion and investment institutions such as the Boston Guangdong-Massachusetts Economic Innovation Cooperation Center, the Paris Guangdong-Europe Science and Technology Cooperation and Innovation Promotion Center, and the Milan Sino-Italian Fashion and Cultural Creative Development Center. It possesses multiple industry qualifications in urban and rural planning, engineering consulting, architectural design, landscape architecture, general engineering contracting, fund management, and high-tech enterprise. It works in the same office as the Guangdong Provincial Pearl River Development Planning Institute and the Secretariat of the Guangdong Province Characteristic Town Development Promotion Association.
