Under the overall leadership of the Changsha Municipal Party Committee, the Municipal Government, and the Transportation Bureau, taking the creation of a national "Transit Metropolis" as an opportunity, and in accordance with the principles of "government leadership, scale operation, moderate competition, and quality service," in order to fully implement the "public transit priority" strategy, innovate management mechanisms, improve service quality, and promote the healthy development of the public transit industry, Changsha Carnival Bus Co., Ltd., Changsha Wanzhong Public Bus Co., Ltd., and Changsha Hongguang Bus Co., Ltd. independently integrated and established "Changsha Baojun Bus Co., Ltd." on March 28, 2014.
The company is located in Yuelu District, Changsha City, in the core area of Yuelu Avenue, adjacent to the Changsha Municipal People's Government and the newly established Changsha Xiangjiang New Area (formerly Changsha Xiandao Area), with obvious location advantages. It covers more than 1,000 square meters. At present, the company has 51 operating routes and 1,926 operating vehicles. The company has 2,400 active employees, including nearly 700 senior managers and 2,424 drivers. Annual operating revenue exceeds 300 million yuan, and annual taxes and fees paid exceed 20 million yuan.
