China Civil Engineering Construction Corporation (CCECC), formerly the Office for Foreign Aid under the Ministry of Railways, was established in 1979 upon approval by the State Council. It is one of the first four foreign economic enterprises in China to enter the international market. In 2003, upon approval by the State-owned Assets Supervision and Administration Commission (SASAC), the company underwent strategic restructuring with China Railway Construction Corporation (CRCC) and was fully integrated into it. It has now developed into a large state-owned enterprise with the special qualification for general contracting of railway engineering construction in China, having been ranked among the top 225 international contractors for 19 consecutive years. It is the builder of the first overseas high-speed railway (Ankara-Istanbul High-Speed Railway), the flagship project of the Belt and Road Initiative (Addis Ababa-Djibouti Railway), the first overseas railway built to Chinese standards (Aka Railway), and the first overseas railway (Tanzania-Zambia Railway). Since the 1960s, when it organized the construction of the largest Chinese foreign aid project, the Tanzania-Zambia Railway, the company has grown steadily. Its business scope covers engineering contracting, design and consulting, park development, construction and operation, real estate development and property management, investment, railway operation, logistics, industrial mining, import and export trade, and hotel and tourism. Its business spans Asia, Europe, Africa, the Americas, and Oceania. As of now, it has permanent offices or conducts related business in 105 countries and regions worldwide. In actively implementing the Belt and Road Initiative, it has implemented or tracked projects in 79 countries that have signed cooperation documents with China on jointly building the Belt and Road. Chinese enterprises have built a total of approximately 12,000 kilometers of railways overseas, of which over 8,000 kilometers were constructed by CCECC. The company has more than 38,000 employees globally and is the "vanguard" of Chinese railways going global. On the basis of consolidating and expanding the engineering contracting market, CCECC is now focusing on diversified "1+N" business development and specialized expertise. Its investment and financing capabilities have been steadily enhanced, and its business scope continues to expand.
