Hunan Communications International Economic Engineering Cooperation Co., Ltd. (hereinafter referred to as "Communications International Cooperation Company" or "the Company") is a wholly state-owned enterprise affiliated with Hunan Construction Investment Group Co., Ltd. (hereinafter referred to as "Hunan Construction Investment Group"). It was established in 1993 and was originally a division-level secondary unit under the Hunan Provincial Department of Transportation. In 2016, it was wholly transferred to Hunan Communications and Water Conservancy Construction Group Co., Ltd. In 2022, Communications International Cooperation Company became a wholly-owned subsidiary of Hunan Construction Investment Group. It currently has registered capital of 500 million yuan and total assets of 2.7 billion yuan. It mainly operates three major business segments: material trade and assembly manufacturing, international engineering construction, and domestic engineering construction. It currently has 1 wholly-owned subsidiary, 2 controlling subsidiaries, 2 equity-participating subsidiaries, and 1 overseas branch, with 502 employees, including 89 with senior or associate senior professional titles and 165 with intermediate professional titles. The Company holds multiple qualifications, including Grade I General Contracting for Highway Engineering Construction, Grade I Specialized Contracting for Highway Subgrade Engineering, Grade I Specialized Contracting for Highway Traffic Engineering, and Grade A Highway Maintenance Operations. It is a National High-tech Enterprise and has won the "First Prize for Science and Technology of the China Highway and Transportation Society." It has maintained the "AA" credit rating for highway construction enterprises at both the national and Hunan provincial levels for many consecutive years. It has passed the "Three Systems, Four Standards" certification of the ISO series of latest standards for "Quality, Environment, and Occupational Health and Safety" management systems, the Level One certification for work safety standardization in the transportation industry, and intellectual property management system certification. It holds 63 valid patents. It has undertaken the construction of multiple domestic expressways, including Beijing-Zhuhai, Shanghai-Kunming, Erguang, Pingwu, Guangxi Chongjing, Liunan, and Pingyi, as well as landmark African projects such as the Bamako Second Bridge spanning the Niger River, the third longest river in Africa, the Mali Kayo Bridge, the Bamako Peace Dove Overpass, the Kayes-Sagiola road, and the municipal roads of the Mali Prime Minister's Office. With excellent engineering quality and a work style of "being able to fight tough battles," it has won a good reputation at home and abroad. The Company was among the first batch of construction units in Hunan Province with qualifications for overseas engineering contracting. It is the vice president unit of the Hunan Association for International Economic Cooperation, the vice chairman unit of the Hunan Highway and Transportation Society, and the standing council member unit of the Hunan Society of Traffic Engineering. It has twice been awarded the honorable title of "Advanced Unit in Hunan's International Economic Work" by the Hunan Provincial People's Government.
