China Electronics Engineering Design Institute (CEEDI) was founded in 1953 and was successively affiliated with the Ministry of Electronics Industry and the Ministry of Information Industry. In 2003, it came under the administration of the State-owned Assets Supervision and Administration Commission of the State Council, and in 2009, it was merged into State Development & Investment Corp. (SDIC). With design as its leading business, CEEDI provides comprehensive engineering services covering the entire process, including preliminary consultation, planning, environmental and energy-saving evaluation, engineering design, project management, engineering supervision, engineering contracting, and engineering testing and assessment. It offers high-quality and comprehensive engineering services to clients both domestically and internationally in various fields such as industrial engineering, civil construction, energy conservation, environmental protection, and new energy. CEEDI adheres to the technological philosophy of "building platforms for innovation and gathering talents to strengthen the institute" and insists on an "open innovation" development path. It has established a three-tier technology platform at the national, provincial/ministerial, and institute levels. Through the implementation of three major technological strategies—research enhancement, standardization, and intellectual property rights—it has achieved fruitful technological outcomes. In 2013, it was recognized as a National-Level Enterprise Technology Center and established an academician and expert workstation approved by the Beijing Association for Science and Technology. In 2016, it was officially authorized by the National Certification and Accreditation Administration to establish the National Quality Supervision and Inspection Center for Electronic Engineering Construction and Environmental Performance, marking the institute as the first national-level quality inspection center in the field of electronic engineering construction and environmental performance testing. CEEDI has always regarded talent as its most core resource and actively implements the talent development strategy of "introducing external talents and cultivating internal ones." As of the end of 2018, it had more than 3,400 employees, including 6 national engineering survey and design masters, 49 experts receiving special government allowances, approximately 600 researcher-level and senior engineers, and over 620 registered professionals of various types. In 2008, it was approved to establish a postdoctoral research workstation. In 2013, it was approved to establish an enterprise academician and expert workstation.
