In July 2012, Tianxin District of Changsha City took the lead in Hunan Province in launching large-scale fire safety publicity and training work through government purchase of fire protection services, with the training mainly entrusted to Hunan Renren Ju'an Fire Protection Education for implementation. Taking the service-oriented fire protection publicity and education model of government funding leadership and serving grassroots people as the starting point, with deepening the fire protection publicity and education working mechanism of "government leadership, intermediary implementation, fire protection supervision, grassroots cooperation" as the gripper, and with fire protection knowledge publicity, emergency response capability training, unit hazard inspection, social fire protection management, etc. as the main content, implementing the "universal public welfare" attribute of free and no commercial behavior for all people's universal training and "street-sweeping" hazard census, striving to improve the fire protection awareness of all people and reduce the fire incidence rate of the whole society.
