CCCC Fourth Highway Engineering Bureau Co., Ltd., as a wholly-owned subsidiary of China Communications Construction Company (CCCC), a Fortune Global 500 enterprise, was formerly the Housing Construction Company of the Ministry of Communications, established in 1975, and was restructured and reorganized into CCCC Fourth Highway Engineering Bureau Co., Ltd. in October 2006. To date, the Fourth Highway Bureau has obtained 67 qualifications in 22 categories, including the special grade qualification for general contracting of highway engineering construction, the special grade qualification for general contracting of housing construction, the Grade A qualification for highway industry design, and the Grade A qualification for construction industry design. It is the first unit among more than 60 subsidiaries of CCCC to hold the special grade qualification for housing construction, and is also one of the few large infrastructure enterprises in China that possesses 'dual special grade qualifications for construction general contracting and dual Grade A qualifications for design'. Its main businesses include domestic and foreign highways, railways, bridges, municipal engineering, real estate development, investment and financing, property management, and highway testing and inspection, forming a development model led by 'multi-industry, multi-region, and diversification'. In 2018, the newly signed contract value exceeded 66 billion yuan, the turnover exceeded 31.3 billion yuan, and the profit exceeded 1.28 billion yuan, with a total of over 9,000 employees. Over the past 13 years, the Fourth Highway Bureau has actively responded to CCCC's 'Five Business CCCC' strategic deployment, guided by the strategy of building a '3.0 upgraded version of the Fourth Highway Bureau' and fully constructing a first-class enterprise under CCCC, always practicing the employment philosophy of 'the capable are promoted, the average are given a chance to improve, and the incompetent are replaced' and 'give opportunities to those who want to do things, provide platforms for those who can do things, and offer positions for those who accomplish things'; in accordance with the cadre selection standards of 'reliable, capable, proactive, and cooperative', resolutely breaking age and seniority restrictions, appointing people on their merits, valuing ability over academic qualifications, and valuing performance over connections. Through an incentive mechanism that integrates 'trust incentives, position incentives, knowledge incentives, emotional incentives, goal incentives, and honor incentives', and implementing a talent development mechanism for new college graduates of 'grow in one year, become competent in two years, and take on independent responsibilities in three years', it has established a talent team building ladder and system framework that integrates 'enterprise leaders, management personnel, professional and technical personnel, skilled personnel, and party and mass workers' in a 'five-in-one' structure. Driven by the strategies of 'strengthening the enterprise with talents' and 'prioritizing talent development', the Fourth Highway Bureau has walked a path of unconventional and leap-forward development, and has become one of the few outstanding enterprises and enterprises with the best economic benefits under CCCC.
