1984年，陕西省烟草专卖局（公司）成立。1985年，陕西省烟草公司正式上划中国烟草总公司。2003年，实行工商分设。依据《中华人民共和国烟草专卖法》，实行“统一领导、垂直管理、专卖专营”的体制，负责陕西省内的烟草专卖行政管理和烟草农业、商业。现辖11个市级烟草专卖局（公司），107个县级烟草专卖局（分公司）。
在国家烟草专卖局和陕西省委、省政府的领导下，陕西烟草专卖局（公司）始终坚持“保证国家财政收入、维护消费者利益”的烟草专卖立法宗旨，认真践行“国家利益至上，消费者利益至上”的行业共同价值观，励精图治、艰苦奋斗，与陕西经济社会发展同步，为地方经济社会发展做出了贡献。
