Shenzhen Smart City Technology Development Group Co., Ltd. (hereinafter referred to as "Shenzhen Smart City Group") is a national high-tech enterprise wholly owned and directly supervised by the State-owned Assets Supervision and Administration Commission of Shenzhen Municipality. It was registered and established in December 2018 and officially commenced operations in August 2019. It currently has 4,300 professional and technical personnel of various types, with nearly 40% holding master's or doctoral degrees. It has one listed subsidiary under its control (Shenzhen Urban Transport Planning Center, 301091) and 11 national high-tech enterprises.

Since its establishment, in accordance with the national digital development strategy and around the work deployment of the Municipal Party Committee and Municipal Government, Shenzhen Smart City Group has fully supported Shenzhen's smart city and digital government construction, laid out strategic emerging industries, and implemented major special tasks: advancing the construction of cloud-network foundations, spatial foundations, and data foundations, and systematically building a digital twin infrastructure system; supporting the integrated development of "One Network for Unified Management," "One Network for Government Services," and "One Network for Collaboration"—the "Three One Networks"—and fully safeguarding digital government construction and digitalization of urban governance; coordinating the development of intelligent businesses in key areas such as government affairs, epidemic prevention, transportation, housing and construction, emergency response, healthcare, education, human resources and social security, finance, enterprise services, credit reporting, and labor unions, helping to modernize urban governance systems and governance capabilities; and focusing on building core digital capabilities, having established a self-developed, independently controllable R&D ecosystem encompassing digital twins, data technology, and IoT perception.
