Hunan Light Industry Salt Industry Group Co., Ltd. (hereinafter referred to as the Group) was approved by the Hunan Provincial People's Government in April 2002 and formed by the merger of the former Hunan Light Industry Group Corporation and its subsidiary Hunan Salt Industry Group. It is a large provincial state-owned enterprise integrating "industry, trade, science, and education," primarily engaged in the production and wholesale of salt products and the plastics industry, and also involved in real estate, construction and installation, circulation and trade, capital operations, technology development, survey and design, vocational education, and other businesses. It performs the province-wide salt monopoly function in accordance with the law. By the end of 2012, the Group had more than 9,800 employees and total assets of 4.77 billion yuan, ranking among the top in the same industry nationwide in terms of comprehensive strength. The Group owns 13 wholly-owned, controlling, and share-participating companies as well as scientific research and design institutes. Its wholly-owned subsidiaries include Hunan Light Salt Venture Capital Management Co., Ltd., Hunan Province Light Industry Salt Industry Group Real Estate Development Co., Ltd., Hunan Jingxin Property Management Co., Ltd., and Hunan Province Light Industry and Textile Design Institute. Its controlling subsidiaries include Hunan Salt Industry Co., Ltd., Hunan Light Industry Research Institute Co., Ltd., and Hunan Province Paper Research Institute. Its share-participating subsidiary is Hunan Xiangci Keyi Co., Ltd. Its directly affiliated public institution is Hunan Light Industry Senior Technical School. The Group also manages four former light industry operating companies, including Hunan Province Light Industry Supply and Marketing Company, Hunan Province Ceramics and Glass Company, Hunan Province Light Industry Food Company, and Hunan Province Paper Printing Company, as well as the Logistics Service Center of the Ceramics Research Institute. The Group's controlling subsidiary, Hunan Salt Industry Co., Ltd., was jointly initiated and established by the Group with its salt-related assets and businesses as a whole as capital contribution, together with nine strategic investors including Hunan Light Salt Venture Capital Company, Xiangjiang Industrial Investment Company, Guizhou Provincial Salt Industry Group, Jiangsu Provincial Salt Industry Group, Guangxi Autonomous Region Salt Industry Company, Guangdong Provincial Salt Industry Group, Zhejiang Provincial Salt Industry Group, Hunan Development Investment Group, and Hunan Caixin Venture Capital Company, making it the first modern joint-stock enterprise in the national salt industry with cross-provincial alliance and integration of production and sales, in which the Group holds 70.97%. The company has four subsidiaries, including Xiangheng Salt Chemical Co., Ltd., Xiangli Salt Chemical Co., Ltd., Hunan Jingxin Technology Co., Ltd., and Hunan Xuetian Technology Development Co., Ltd., as well as 14 municipal branches including Changsha and 68 county-level branches. Xiangheng Salt Chemical Co., Ltd. and Xiangli Salt Chemical Co., Ltd. are both key backbone enterprises in the national well and rock salt industry and designated national salt production enterprises, both having passed ISO9001:2000 quality certification, with an annual production capacity of 3 million tons. The Group's "Xuetian" brand salt trademark is the first China Well-known Trademark in the national salt industry.
