Nuclear Power Operation Research (Shanghai) Co., Ltd. (abbreviated as "Operation Research Institute") was jointly funded by China National Nuclear Power Co., Ltd., Qinshan Nuclear Power Co., Ltd., Nuclear Power Qinshan Joint Venture Co., Ltd., Qinshan Third Nuclear Power Co., Ltd., Jiangsu Nuclear Power Co., Ltd., Sanmen Nuclear Power Co., Ltd., Fujian Fuqing Nuclear Power Co., Ltd., and Hainan Nuclear Power Co., Ltd. It was registered on September 11, 2019, and officially inaugurated on July 3, 2020. The office of the Operation Research Institute is located in the World Expo Park, Pudong New Area, Shanghai.

The Operation Research Institute is positioned as the operation support platform, scientific research and development platform, and international cooperation platform for China's nuclear power. Benchmarking against the Electric Power Research Institute (EPRI) of the United States and the Institute of Nuclear Power Operations (INPO) of the United States, it establishes a core collaboration mechanism of "small core, large collaboration", effectively integrating and fully utilizing the high-quality resources of operating nuclear power plants, domestic and international research institutions, and universities, striving to build a talent highland, technology highland, and innovation highland for China's nuclear power technology research and management innovation.

The Operation Research Institute will also provide talent and technical support to the WANO Shanghai Center through efficient interaction with it, and export China's nuclear power technology and management standards.

The business direction of the Operation Research Institute is to carry out work around the safe operation, cost reduction and efficiency enhancement, and performance improvement of nuclear power plants. First, it focuses on solving common technical problems affecting the long-term safe operation of nuclear power plants, consolidating the foundation for their long-term safe and stable operation. Second, it studies common management topics in nuclear power to enhance the standardization level, management efficiency, and effectiveness of nuclear power management. Third, it actively explores and applies cutting-edge scientific achievements, new technologies, and new methods. Through forward-looking, fundamental, and applied research, it improves the safety and reliability of nuclear power plant systems and equipment, and enhances the level of safe operation and management of the plants.
