Changsha Planning & Design Institute Co., Ltd. evolved from the 'Changsha Urban Construction Design Institute', which was established in November 1973. Initially a public institution, it was restructured into a limited liability company in September 2001. In April 2021, after China Railway Construction Engineering Group Co., Ltd. acquired a controlling stake, Changsha Planning & Design Institute Co., Ltd. became a third-tier subsidiary of China Railway Group Limited, a central enterprise under the State-owned Assets Supervision and Administration Commission. After nearly five decades of development, the company has become a comprehensive survey, design, and research enterprise with multiple qualifications, including Grade A for urban and rural planning compilation, Grade A for municipal engineering design (excluding gas and rail transit engineering), Grade A for building engineering design, Grade A for landscape architecture engineering design, Grade A for engineering consulting, Grade A for engineering cost consulting, Grade A for engineering supervision, Grade A for engineering survey, Grade B for highway industry (highway) specialty, Grade B for construction industry (civil air defense) engineering, Grade C for power industry (power transmission and transformation engineering) specialties, as well as first-class qualifications for construction drawing review of building engineering (including super high-rise buildings) and municipal engineering (roads, bridges, tunnels).
