The company focuses on the mobile internet and new-generation information technology industry, using a "direct investment + fund of funds" model to leverage social capital, introducing, discovering, and investing in a group of technology innovation projects with core technologies for the park. In terms of direct investment, the Changsha High-tech Zone Mobile Internet Industry Development Fund (scale of 100 million yuan) has invested in 37 enterprises. In terms of fund of funds, the company led the establishment of three government-guided funds: Changsha Artificial Intelligence Industry Angel Investment Fund, Changsha Intelligent Manufacturing Industry Investment Fund, and Changsha Blockchain High-tech Industry Investment Fund, with a total scale of 1.625 billion yuan.
In terms of incubation business, it is a government-supported service. Before 2019, it belonged to a non-market-oriented business type, but since 2020, Liuzhi Action has officially begun exploring market-oriented business centered on enhancing entrepreneurs' financing capabilities. Liuzhi Action is a dual-innovation platform jointly supported by provincial, municipal, and district-level finances, dedicated to improving the financing capabilities of small, medium, and micro enterprises in the information industry. Since its launch in 2015, Liuzhi Action has screened projects supported by the "Liuzhi Action Special Fiscal Funds" from an investment perspective, and built an entrepreneurial service system centered on investment and financing.
