China Nuclear Industry 23 Construction Co., Ltd. (abbreviated as "CNI23"), founded in 1958, is affiliated to China National Nuclear Corporation, and is an important member unit of China Nuclear Engineering Corporation Limited. It is the largest comprehensive nuclear engineering installation enterprise in China and the only large enterprise in the world that has been continuously engaged in nuclear island installation of nuclear power plants for 40 years. It is currently the only enterprise in China holding licenses for the design, manufacture, installation, and non-destructive testing of civil nuclear safety equipment. As a national high-tech enterprise, CNI23 also has a Beijing Postdoctoral (Young Talent) Innovation Practice Base workstation.

Over the past 67 years, CNI23 has participated in the tasks of "two bombs and one boat" and the construction of nuclear islands and nuclear research installation projects for most nuclear power plants in mainland China. It has the capability to construct different reactor types simultaneously and has set many excellent records in fields such as systems engineering, nuclear engineering, petrochemical, aerospace, environmental protection, building materials, automotive, thermal power, light industry and textile, electronics, and new energy. It has won the highest award for construction engineering quality in China—the Luban Prize—seven times, and is regarded as the "national team" and "iron army" for key project construction. The company has the "International Training Center for Nuclear Power Construction" authorized by the International Atomic Energy Agency (IAEA) of the United Nations, and has participated in the installation of the International Thermonuclear Experimental Reactor (ITER) project in France, contributing Chinese wisdom and strength to the international nuclear power industry.

In terms of qualifications and business areas, CNI23 has more than 60 various first-level and second-level qualifications and business license certificates. Its business covers investment development, engineering design, production and processing, engineering construction, commissioning services for nuclear power plants under construction, technical services, project construction management, and engineering maintenance, forming an integrated service value chain of investment, construction, and operation. CNI23's business spans more than 30 provinces (including autonomous regions and municipalities) across China, as well as multiple countries and regions such as France, Georgia, Namibia, and Iraq.

It stood out from 251 "Double Hundred Enterprises" under central enterprises and was rated as a "Benchmark Enterprise" by the State-owned Assets Supervision and Administration Commission (SASAC).
