Guangdong Water Resources and Electric Power Survey, Design and Research Institute

Established in the spring of 1956, it is a high-tech enterprise recognized by the state, a national civilized unit, an AAA+ credit enterprise in the national water conservancy and hydropower survey and design industry, and the first water conservancy survey and design unit certified for the "Three Standards (Quality, Environment, Occupational Health and Safety) Integration". It has strong strength in water conservancy and hydropower engineering survey and design, with business fields covering water conservancy and hydropower, new energy, highway transportation, industrial and civil construction, electric power, environmental protection, water conservation, municipal engineering, engineering general contracting, ecological water conservancy, smart water conservancy, etc.
For more than 60 years, we have worked hard and completed the planning, survey and design tasks of all large-scale water conservancy and hydropower projects in the province. We have successively organized and compiled the Guangdong Province River Basin Comprehensive Plan, the Guangdong Province Water Conservancy Development "12th Five-Year Plan", the "13th Five-Year Plan", the "14th Five-Year Plan" (co-compiled), the Guangdong Province Soil and Water Conservation Plan, the Guangdong Province Drought Resistance Plan, the Guangdong Power Grid 2020 Pumped Storage Power Station Site Selection Plan, the Guangdong Province Flood Control Plan, and a series of water and hydropower plans that have an important impact on the province's economic development. A water conservancy planning system composed of development plans, comprehensive plans, professional plans, and special plans has been formed, providing technical and decision-making references for Guangdong's water conservancy construction and management; and providing key technical support for promoting the river chief system, lake chief system, "Internet + Modern Water Conservancy" action, the Ten-Thousand-Mile Greenway, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area water supply pattern, and Guangdong's flood prevention and emergency rescue.
We have successively designed and completed a series of projects with functions such as flood control and disaster reduction, power generation, irrigation, and water resources development and utilization, including Leizhou Youth Canal, Liuxi River, Xinfengjiang, Fengshuba, Baipenzhu, Heidi, Gaozhou, Nanshui Reservoir, Lechang Gorge Water Control Project, and Jianjiang Water Control Project. We have also undertaken the survey, design and supervision of a large number of water resources allocation projects such as the Pearl River Delta Water Resources Allocation Project, the Dongshen Water Supply Project, the Jianjiang Water Supply Project, the Hanjiang-to-Raoping Water Diversion Project, the Maoming Binhai New Area Water Supply Project, the Renping Peninsula Water Supply Project, the Three Rivers Interconnection, and the Xijiang River Water Diversion, as well as large-scale pumped storage power stations in Guangzhou, Huizhou, Qingyuan, Shenzhen, Yangjiang, Anhui Tongcheng, Fujian Yunxiao, Huizhou Zhongdong, and domestic and foreign hydropower and water conservancy projects such as Myanmar's Kyeeon Kyeewa Hydropower Station, Cambodia's Ajiang Water Conservancy Irrigation Development Project, Laos' Huay Ba Lai Upper Hydropower Station, and Angola's Luassime Hydropower Station (repair and expansion).
For more than 60 years, we have overcome difficulties, insisted on independent innovation, actively learned from advanced domestic and foreign technologies, strengthened technology research and development, and continuously improved service quality. Our institute has achieved a large number of important results, successively winning 9 National Science and Technology Progress Awards, more than 40 National Excellent Engineering Survey and Design Awards, more than 180 provincial and ministerial excellent engineering survey and design awards and science and technology progress awards, more than 10 national awards such as the Zhan Tianyou Civil Engineering Award and the Da Yu Award, as well as the "FIDIC" Project Excellence Award known as the "Nobel Prize" in the international engineering community. We have more than 80 independent innovation patents and software copyrights. Among them, the Dongshen Water Supply Renovation Project and the Guangzhou Pumped Storage Power Station were both selected as one of the "100 Classic and High-Quality Projects" to commemorate the 60th anniversary of the founding of New China, making us the only survey and design unit in the country to be selected in two different industries at the same time. We are a "National Civilized Unit" and a "National Youth Civilization Number". The Dongshen Water Supply Project construction group was awarded the "Model of the Times" by the Central Propaganda Department. Among the top ten beautiful water conservancy projects in Guangdong Province selected for the 70th anniversary of the founding of the People's Republic of China, seven were surveyed and designed by our institute.
After the transformation of Guangdong Water Resources and Electric Power Survey, Design and Research Institute Co., Ltd. into an enterprise, it is affiliated to Guangdong Holdings Limited. As the "14th Five-Year Plan" is sounded, we actively practice General Secretary Xi Jinping's water governance ideas of "prioritizing water conservation, achieving spatial balance, promoting systematic governance, and giving full play to both government and market roles", focus on implementing the "851" Guangdong water conservancy high-quality development blueprint, adhere to the corporate culture concept of "culture is like water, enterprise is like a boat" of Guangdong Holdings, follow business diversification, benchmark against world-class management, create a management atmosphere of "the capable are promoted, the excellent are rewarded, the mediocre are demoted, and the inferior are eliminated", build two planning, survey and design brands of long-distance water resources allocation projects and pumped storage power stations, enhance the social responsibility of safeguarding river and lake safety and people's tranquility, and forge ahead on a new journey of water governance with momentum and responsibility.
